Dept of Energy-NHIssuing agency·New Hampshire·via the NH DAS Procurement & Support Services portalThe New Hampshire Department of Energy (Department) is seeking proposals from qualified firms to provide advice on Evaluation, Monitoring, and Verification (EM&V) issues including, but not limited to, scope, methods, scheduling, how EM&V results inform program improvement, ISO-NE’s forward capacity market evaluation requirements, and standardization of EM&V recording and reporting. These consulting services were originally detailed in the April 2016 Settlement Agreement approved by the Public Utilities Commission (Commission) by Order No. 25,932.1 These consulting services continued for the 2021-2023 and 2024-2026 period.2 Total funding available under this request for proposals (RFP) derives from revenues associated with the electric distribution utilities’ funding sources, including but not limited, to the System Benefit Charge (SBC) and the natural gas distribution utilities’ funding sources, including but not limited to, the Local Distribution Adjustment Charge (LDAC). In their proposed 2027-2029 energy efficiency plan filed in Docket No. DE 26-043 on July 1, 2026, the utilities have budgeted for consulting services, but this plan has yet to be approved.
The Department proposes that this contract for the three-year period not exceed $540,000. The contract will be for three years, with a term ending on December 31, 2029, with an option to extend the contract for up to three one-year extensions or for another three-year term, with additional monies added to the contract, if necessary. Electronic proposals must be received at the Department no later than 12:00 p.m. (Noon) EST on November 5, 2026.

The consultant will participate in EM&V working groups, provide advice on EM&V scope, methods, scheduling, and standardization, support the Department in EM&V capabilities, review and comment on EM&V studies, and submit annual reports. Specific tasks include enhancing Department EM&V capabilities, supporting consensus on EM&V issues, recommending independent evaluators, monitoring contract management, and providing input on planning and policies.
