The Contractor must operate a county-wide Cold Weather Program to help reduce the harmful impacts of homelessness during the winter and cold-weather months (approximately October 1 through April 30 per state fiscal year). Services may include temporary shelters, hotel stays, transportation to other housing options, and other services or assistance. The Contractor must ensure services are available to individuals and families who are experiencing unsheltered homelessness, are in need of appropriate shelter during the winter and cold-weather months, and meet the HUD definition of 'Literally Homeless'. For programs that include a cold-weather shelter, the shelter must be a low-barrier shelter with no pre-conditions for entry during cold weather. The Contractor must evaluate and assess appropriate housing needs throughout the county served, refer individuals to the appropriate Regional Access Point for ongoing housing assistance, engage and collaborate with all municipalities and stakeholders, participate in monthly meetings with the Department, utilize the Department's closed loop referral system, collect and submit monthly de-identified aggregate data via the HMIS reporting system, and ensure background checks for all personnel providing services.
