1.1 Prohibited Technologies or Services No equipment or services on the State of New Hampshire's Prohibited Technologies List found here: Prohibited Technologies List and No equipment or services on the FCC Covered List found here: FCC Section 2 List of Equipment and Services 1.2 Introduction The New Hampshire Department of Transportation (NHDOT or Agency) is responsible for serving and connecting the State of New Hampshire (State) through transportation, by providing a safe, reliable, connected, and multimodal transportation system, effectively managed by a dedicated and skilled workforce. Project Overview/Justification: The purpose of this project is to acquire a new Back Office System (BOS) and operational services in support of the NHDOT’s electronic tolling revenue collection programs, which currently include E-ZPass, and invoice/violation (unpaid toll) processing. Goals and Objectives:
a) Goal 1 – Provide a modern BOS that is scalable, flexible, configurable, and adaptable
to incorporate innovations in customer service functionality, payment options, business intelligence, and technology at a minimum for the Contract term.
b) Goal 2 – Host the BOS platform in a commercial colocation data center or public
government cloud.
c) Goal 3 – Transition from the legacy BOS and operational services with minimal impact
to customers and the NHDOT.
d) Goal 4 – Redesign the www.ezpassnh.com website to be more customer-friendly,
interactive, efficient, and accessible to people with disabilities as required by the Americans with Disabilities Act (ADA).
e) Goal 5 – Incorporate the use of Artificial Intelligence tools to enhance customer
service, improve revenue colle
The Vendor shall provide all necessary resources, software, systems, facilities, communications, and staffing to design, implement, transition, and operate a new BOS, Call Center, and Walk-In-Centers to support E-ZPass electronic tolling and invoice/violation processing in the State. The BOS and operational services shall be delivered using a Software as a Service (SaaS) and Infrastructure as a Service (IaaS) model. The scope includes business requirements (customer service, account management, transaction processing, interoperability, reporting, enforcement, financial processing), technical requirements (architecture, infrastructure, hosting, cybersecurity, interfaces, performance, data management), operational requirements (day-to-day operations, customer service, payment processing, image review, transponder fulfillment, financial operations, staffing, quality assurance), warranty and maintenance requirements, key performance indicators and service level agreements, project delivery requirements, business continuity requirements, and transition requirements.
