NCEM SERT Exercise Services

The Vendor will develop and maintain an a la carte menu of exercise options that NCEM may select from at any time. This work includes developing and submitting a detailed initial project plan; facilitating HSEEP-aligned design and planning meetings; designing, developing, evaluating, and conducting after-action review activities for up to three quarterly exercises and one two-day functional exercise at the State Emergency Operations Center (SEOC) and three Regional Coordination Centers (RCCs); designing, developing, and conducting the after-action review and producing the after-action report for the full SERT exercise series; and developing and submitting project closeout materials. The Vendor will also facilitate and support exercises, provide on-site and/or virtual exercise support including exercise control, exercise evaluation, real-time troubleshooting, and documentation of observations and data. Deliverables include an Initial Project Plan, weekly status updates, planning meeting facilitation and materials, all exercise design and conduct products, three quarterly exercises conducted and evaluated, one two-day functional exercise conducted and evaluated, After-Action Reports and Improvement Plans, and final project closeout materials.
