Each proposal shall be prepared simply and economically avoiding the use of elaborate promotional
materials beyond those sufficient to provide a complete, accurate, and reliable presentation. For ease of
review, the proposals must follow the outline in the section of this Request for Proposal (“RFP”) titled
Mandatory Proposal Response Requirements. Each response should be clearly numbered and the full
question listed.
The proposals must be signed by an individual who is authorized to bind the proposer to all commitments
made in the proposal.
The Department will only allow electronic submissions of the Technical Proposals by no later than 3:00
PM on Friday, October 23, 2026. The Technical Proposals must be in PDF format as a single document
and created such that when printed only letter and legal sized paper is required. No ZIP files will be
accepted.
Submit the Technical Proposals via e-mail only by no later than 3:00 pm on Friday, October 23, 2026,

Inquires May Be Directed To
The County is under no obligation to respond to any question, inquiry or assertion that is not received in
writing. All questions regarding this RFP shall be submitted by e-mail and, if deemed necessary will be
clarified by addendum issued to all respondents. No questions will be answered verbally. E-mails shall be
sent to the attention of Michael Hagan, P.E., Traffic Engineer III at mhagan@nassaucountyny.gov.
Violation of these provisions may result in immediate disqualification. Submit question(s) prior to
close of business on Wednesday, October 7, 2026.
No contact with any other County personnel other than the authorized contact person is allowed until
such times as an award (or awards) has (have) been made.

Performance Bond/Bid Security
The selected firm will be required to provide proof of general and professional liability insurance in the
minimum amount of $1,000,000 per occurrence.
The successful Proposer shall be required to comply with the requirements of Local Law No. 14-2002,
“Participation by Minority Group Members and Women in Nassau County Contracts,” and 2-2016,
“Participation of Service-Disabled Veterans in County Contracts.” All Proposers should review the
provisions of Appendix EE (included as an attachment to the RFP) which outlines the requirements of
Local Law No. 14-2002. Technical proposals shall include information regarding the Proposer’s plan to
comply with Local Law No. 14-2002. MWBE UTILIZATION PLAN – In accordance with Title 53, Nassau
County Local Law No. 14-2002, all Vendors shall submit a MWBE Utilization Plan with their Proposal.
Please be advised the DBE goal for the subject County Federally Aided Project is set at 20%. The Project
also has a good faith effort Minority participation goal along with a good faith effort Female participation
goal. This project is being subsidized with Federal Funding.
Project has federal funding. Federal reporting and NYSDOT record keeping requirements are included as
part of the contract documents.

Work Description
The Nassau County Department of Public Works is requesting proposals from firms to provide Professional
Construction Management and Inspection Services for Nassau County Department of Public Work’s Traffic
Engineering Unit. These services shall include providing Resident Engineering, Office Engineering and
Construction Inspection Services for the construction of twenty-three (23) traffic signals and ten (10)
traffic cameras along Merrick Avenue within the Hamlets of East Meadow, Merrick and North Merrick as
part of the Merrick Avenue Signal Expansion project. The firms selected to provide these services will be
awarded a twenty-four (24) month Agreement with the County.
This project is subsidized with Federal Aid money and therefore the appropriate NYSDOT inspection forms
(MURK) and NYSDOT record keeping software shall be utilized. All project documentation, policies and
procedures shall follow the New York State Procedures for Locally Administered Federal Aid Projects
Manual (PLAFAP).
