The County of Los Angeles Department of Children and Family Services (DCFS) is issuing this Request for Proposals (RFP) to solicit proposals for contracts with organizations that are willing and able to provide Partnerships for Families (PFF) services. PFF services are short-term, family centered interventions designed to diminish factors known to be associated with child abuse and neglect. A total of ten (10) contracts will be awarded.
One (1) contract will be awarded for each Service Planning Area (SPA), and two (2) countywide contracts will be awarded to serve the Asian Pacific Islander (API) and the American Indian and Alaskan Native (AI/AN) communities within Los Angeles County.
Contractors will implement Partnerships for Families services per the Statement of Work, including case management, monitoring, crisis intervention, general counseling, service planning, linkage and advocacy, concrete supports, psychotherapy, health, parenting and education programs, structured parent-child and family-centered activities, use of Protective Factors Framework and Motivational Interviewing, identification of domestic violence, mental health and substance abuse needs with resource collaboration, and Early Care and Education collaboration. Services will be provided Monday through Friday 8:00 a.m. to 5:00 p.m. plus Monday through Friday 5:00 p.m. to 8:00 p.m. and Saturdays or Sundays 9:00 a.m. to 1:00 p.m. in the contracted service area.
