The contractor will provide federal governmental relations advocacy services for policy and fiscal interests of the District, including advocacy with Congressional members, the President's Administration, federal agencies, and other educational entities. Services include strategic advice and counsel on legislative issues, developing strategy, verbal and written communications, preparation of testimony and materials, and coordination of meetings. Advocacy priorities include general federal budget, IDEA, broadband connectivity, Child Nutrition Act, Perkins Career and Technical Education Act, and ESSA. Services are expected to require no more than 25 hours of support per month and shall not exceed 300 hours annually. Deliverables include an Annual Federal Advocacy Work Plan, weekly written status reports, issue-specific briefing papers, coordination of meetings, and documentation of federal lobbying disclosure filings.
