Universal Reading Screener-Public School Districts

The selected vendor must provide a statewide universal reading screener that identifies students at risk for future reading difficulty. The screener must align with Kansas State Board of Education policy and state law, be nationally normed for PK-8, and include documentation such as a technical manual, WCAG 2.2 AA compliance, an Accessibility Conformance Report, a Test Administration Guide, and a Score Interpretation Guide. The vendor must support interoperability with Student Information Systems used in Kansas, provide direct data transfer to KSDE, offer a data dashboard, and include a robust progress monitoring component. Reports must be provided in English and Spanish. The vendor must provide comprehensive professional development using a train-the-trainer model and a dedicated helpdesk with Service Level Agreement metrics. The assessment must be administered three times a year and cover subskills from Pre-K through 8th grade, including letter names/sounds, oral reading fluency, and comprehension. Optional criteria include an oral language component, Rapid Automatized Naming measure, and Lexile level scores.
