Vendors are asked to provide company background, research expertise and methodologies, experience with Colorado state agencies and other SLDS systems, capacity and ramp-up time, use of subcontractors, analytic approach and staffing, familiarity with technology stacks including Snowflake, Informatica, Tableau, R, Python and STATA, project management frameworks, leverageable cooperative agreements, conflicts of interest, examples of prior work, and 2-3 references. The current ecosystem includes public K12 and higher education enrollment, CTE enrollment, state-funded workforce training, quarterly wages and industry codes, supporting identity matching, a public dashboard and an annual report, while Master Data Management IDs, additional direct data collection and work outside the approved research agenda are out of scope.
