The FAA contemplates award of a Fixed Price - Indefinite Delivery/Requirements type contract with 1-year base with 1, 4 year option periods. The award will be made to the vendor with the lowest price technically acceptable proposal.

Technical and cost proposals in accordance with Section L guidelines must be received by the FAA no later than 2:00 P.M. CDT, October 23, 2026. Bids can be electronically submitted to joe.oglesby@faa.gov.
In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 2:00 P.M. CDT, October 23, 2026, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award.
The contractor provides Airbus A-330 Initial Pilot Qualification Training and Recurrent Pilot Qualification Training including ground school, Flight Training Device time at minimum Level 5 and Flight Simulator training at minimum Level C including checks for one-student and two-student crew classes, plus Initial and Recurrent Flight Test Engineer ground school attending with a scheduled pilot and supplementary training hours for ground school, FTD, simulator and additional instructor priced per hour. Training follows the contractor's FAA-approved program for unrestricted type rating and proficiency checks under crew concept, with course materials, POH/FCOM or equal, syllabus, qualified instructors and evaluators, and completion certificates.
