The Iowa Capitol Complex in Des Moines features a rich collection of about 48 monuments that honor Iowa’s history, military service, and cultural heritage. Key highlights include the Soldiers’ and Sailors’ Civil War Monument, which commemorates Iowa’s Civil War veterans and marks the site of the original Capitol building; the Lincoln and Tad statue, one of several historic sculptures placed around the grounds; and multiple war memorials spanning conflicts from the Spanish American War to Vietnam. The World War?II Memorial Plaza stands out with its striking 50-foot “Freedom Flame” and walkway chronicling major wartime events, along with an integrated Pearl Harbor tribute dedicated in 1991.
Additional features include the Liberty Bell replica gifted in 1950 to recognize Iowa’s wartime bond efforts and various commemorative trees, benches, cannons, and modern sculptures that collectively tell the story of Iowa’s contributions and values across generations. The State of Iowa is seeking Respondents to provide monument assessment survey, restoration, maintenance, and repair services for the State of Iowa. Objectives • Preserve, protect, and restore State-owned historic and civic monuments while maintaining their historical and architectural integrity. • Obtain qualified professional services for monument assessment, conservation, restoration, repair, and maintenance. • Establish consistent, appropriate, and sustainable restoration practices using qualified personnel, suitable materials, and recognized preservation standards. • Identify and address deterioration, damage, and maintenance needs before conditions result in further damage or loss of historic materials. • Minimize disruption to State operations and the public while protecting monuments and surrounding property during restoration activities. • Provide the State with clear condition assessments, recommended treatments, documentation, and completed restoration work that meets applicable preservation standards and project requirements.
Site visit: There will be no site visit for this solicitation. Reference monument bios in Attachment 2. All monuments are located on public grounds and can be viewed at any time.
Contract Term The term of the contract will begin 12/01/2026 and end on 11/30/2027. Option 1: The Contract may be renewed by mutual agreement of both parties for up to five (5) years.
The contractor will provide labor, supervision, tools, equipment, materials, transportation, testing, and documentation to assess, conserve, restore, and repair monuments and sculptures across the Capitol Complex, including masonry/stone, metal/bronze, concrete, wood, inscriptions, and graffiti/stain removal work. Each monument requiring service will be issued as an individual work assignment, beginning with an on-site condition assessment and written report, followed by a treatment plan requiring Agency approval before full-scale restoration. Work must comply with Secretary of the Interior Standards, applicable ASTM and National Park Service standards, OSHA and traffic safety requirements, ADA accessibility, and coordination with the Iowa State Historic Preservation Office when required. Upon completion, the contractor must provide final documentation including before-and-after photographs, summary of work, materials used, and maintenance recommendations.
