The Indiana House and Senate have made lowering the price of healthcare in Indiana a priority for the past six years. Indiana’s high healthcare costs are largely the result of high hospital prices, which are approximately 20 percent above the national average. During and following his election in 2024, Governor Braun committed to lowering the cost of healthcare for Hoosiers.
Together, the Governor and the legislature made great strides forward in 2025, enacting legislation that should lead to lower hospital prices. This is an outcomes-based procurement that wants to build on, and take advantage of, the work performed by Indiana’s governing officials. The state’s objective is to bring aggregate hospital facility prices — excluding physician and other professional fees — for the State Employee Health Plan, to at or below the national commercial average.
The selected contractor will administer the State's self-funded PPO and CDHP medical plans, excluding pharmacy benefits, including claims processing, utilization management, disease management, case management, customer service, billing, appeals, and reporting. The contractor must implement hospital payment limits, reference-based pricing for shoppable services, site-neutral payment policies, and tiered provider networks, and administer custom direct provider pricing arrangements between the State and providers. Additional duties include COBRA administration for State employees and participating school corporations, population health management with onsite health coaches, wellness rewards platform administration, data exchange with subcontractors like the PBM and data warehouse (Cedar Gate), and compliance with fiduciary duty, transparency-in-coverage, and No Surprises Act requirements.

Most Indiana work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
