Families: Those for whom the lack of adequate housing is a primary factor in the imminent placement of a child (or children) in out-of-home care, or a delay in the discharge of a child to the family from out-of-home care.
Youth: Individuals at least 18 years old and not more than 24 years old (who have not reached their 25th birthday) who:

Under Section 103 of Division Q of the Consolidated Appropriations Act, 2021 (Public Law: 116-260), FUP youth may receive an extension of the 36-month limit for up to an additional 24 months if they meet specific requirements.
Public housing authorities partner with public child welfare agencies to administer Housing Choice Voucher assistance. For families, there is no time limit on vouchers. For youth, vouchers are limited to 36 months, subject to Fostering Stable Housing Opportunities (FSHO) extensions of up to an additional 24 months for those who first leased a unit after December 27, 2020.
