The County has approximately 430 full-time, benefits eligible employees. Our leadership is looking to ensure we have financially competitive and affordable benefit programs to offer our employees. ONE (1) Original, ONE (1) Digital Copy on a Thumb Drive, and TWO (2) copies of your Qualifications must be sealed and delivered in person, by mail or overnight delivery service to the office of the Board of Commissioners, 800 LaFayette Street, Ringgold, GA 30736 not later than 2:00 p.m. EST on Thursday, October 22, 2026. Bids will be publicly opened and read aloud. Bids received after said time will not be accepted. The envelope shall state "RFQ: 2026-21 Broker Services" to prevent accidental opening. Bids shall be identified on the exterior of the sealed envelope with all the information required by law, including the name of the project and the Respondent's name, address and license number, expiration date and classification (as applicable). All such written inquiries must be delivered by 12:00 noon, on Friday, October 16, 2026. CCBOC will publish a response to all inquiries on its website at www.catoosacountyga.gov/bids on Monday, October 19, 2026. Catoosa County reserves the right to accept or reject any and all Bids, to waive formalities, technicalities, or irregularities and to re-advertise if necessary. Section 1: GENERAL OVERVIEW
A. PURPOSE
Catoosa County Board of Commissioners is issuing this Request for Qualifications (RFQ) to seek qualified brokers to assist
with strategically planning, designing, and negotiating the best coverage and cost for selective employee benefit programs.
The County has approximately 430 full-time, benefits eligible employees. Our leadership is looking to ensure we have
financially competitive and affordable benefit programs to offer our employees.
The County does not guarantee a minimum value for this contract.
This RFQ is not an authorization to approach insurers or other underwriting sources on behalf of the County. We specifically
request that no insurance market contact or solicitation be made on behalf of Catoosa County at this time and that no insurance
market reservations or commitments be made for any purpose in regards to any insurance or reinsurance to be provided for
the County.
B. INFORMATION TO VENDORS
The broker will assist with annual benefits renewals, including marketing the County's insurance package, analyzing proposals, and negotiating changes with insurance providers. The broker will also prepare and analyze bid packages, contribute to strategic planning, advise on plan design and cost savings, evaluate insurance products, monitor contracts, audit contracts, analyze claims history, provide information on employee benefit issues and legislation, market stop loss coverage, communicate regulatory changes, review plan documents, manage plan changes, provide leadership on carrier relationships, implement best practices, identify administrative improvements, provide open enrollment support, assist with wellness program design, meet with County staff, provide a key contact person, handle single billing services and COBRA administration, and perform other related consultation services.
