The selected bidder shall coordinate and administer Alternative Senior Transportation Services for eligible ambulatory seniors in Fulton County. The bidder must establish operations within four weeks of NTP, configure systems, finalize TNC integrations, and prepare for service implementation. Acceptable service models include broker services, direct TNC platform, phone-dispatch concierge, assisted-ride provider, managed transportation platform, or a hybrid model. The bidder shall operate a real-time, on-demand dispatching platform capable of dynamically matching riders to TNC drivers, supporting trip scheduling, real-time vehicle tracking, ETAs, trip status updates, and automated cost-share processing. The bidder shall maintain a staffed reservation center Monday through Friday, 8:00 a.m.–5:00 p.m., excluding County-recognized holidays, and monitor staffing levels sufficient to support up to 4,000 registered seniors. The bidder shall establish and maintain partnerships with TNCs such as Uber, Lyft, or equivalent providers, ensuring TNC compliance with applicable regulations. The bidder shall maintain a comprehensive Contingency Plan, provide backend dashboard access, and supply a Standard Operating Procedures Manual.
