The Gwinnett County Board of Commissioners is soliciting competitive sealed proposals from qualified service
providers for the Provision of Wrecker Services on an Annual Contract with (4) annual renewal options for
various Gwinnett County Departments.
Proposals should be typed or submitted in ink and returned in a sealed container marked on the outside with
the Request for Proposal and Company Name. proposals will be received until 2:50 P.M. local time on
September 28, 2026 at the Gwinnett County Financial Services - Purchasing Division – 2nd Floor, 75 Langley
Drive, Lawrenceville, Georgia 30046. Any proposals received after this date and time will not be accepted.
Proposals will be publicly opened and read at 3:00 P.M. The proposal opening will be virtual ONLY. To access

September 17, 2026. Proposals are legal and binding upon the bidder when submitted. One (1) unbound single
sided original (designated as the original) and four (4) bound copies of your proposal should be submitted. One
(1) electronic copy of the technical proposal only should also be included. All copies of the proposal must be
identical.
The scope includes the removal of wrecked, disabled, abandoned, or impounded vehicles on behalf of the Gwinnett County Police Department, Gwinnett County Sheriff's Office, and Fleet Management Division. Services are sought for six separate Wrecker Service Districts (coinciding with Police Districts) for Public Safety, and countywide for Fleet Management. The County intends to establish rotational lists of qualified Service Providers for on-call, as-needed towing and impound services, with multiple awards per Service Category. Service Providers must operate 24/7, meet specified response times (30 minutes for Police Light/Medium Duty, 45 minutes for Police Heavy Duty, 4 hours for Fleet), maintain a business office and storage facility within Gwinnett County with minimum 200-vehicle capacity, and meet minimum fleet requirements. The contract includes (4) annual renewal options.
