UPDATE AS OF 09 SEPTEMBER 2026
The purpose of this update is to notify industry that the final Request for Proposal (RFP) is scheduled for release the week of 21 September 2026, and that the Government has completed responses to all questions received during the Draft RFP phase. Due to Controlled Unclassified Information (CUI) handling restrictions, the Q&A document will not be posted publicly and must be requested through formal access controls.
To obtain access to the restricted Draft RFP Q&A document, interested parties must request access through SAM.gov. Prior to granting access, the government will verify that the contractor maintains a current NIST SP 800-171 DoD Assessment score of 110 posted in the Supplier Performance Risk System (SPRS). Once the Government confirms a vendor can receive and safeguard CUI, the Draft RFP Q&A document will be available for review in SAM.gov.
Additionally, interested parties are hereby notified that the final RFP and all associated solicitation documentation will be issued, managed, and submitted exclusively through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. To facilitate timely access and ensure vendors are fully prepared to submit proposals, PIEE registration and user access instructions are attached to this notice. Vendors are strongly encouraged to verify account readiness and establish appropriate system roles in advance of the RFP release.
Further, all interested vendors must submit a new executed Non-Disclosure Agreement (NDA) to receive the final RFP. NDAs previously executed during the Draft RFP phase will not satisfy this requirement. The final RFP NDA is attached to this notice, and vendors are encouraged to execute and submit their NDAs in advance of the Government’s formal solicitation release scheduled for the week of 21 September. All signed NDAs shall be submitted via email to SOCOM.PMCP.SPTSVC.RFP.SHDMBX@socom.mil.

Draft Request for Proposal (RFP) for H9240226RE003, Program Manager Counterproliferation
(PMCP) Service Support Contract
The Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) core mission is to provide
rapid and focused acquisition, technology, and logistics support to SOF Warfighters. Under SOF AT&L, the
Program Manager for Counterproliferation (PMCP) is chartered with the procurement, development, testing,
training, fielding, and sustainment of technologies in support of Electronic Warfare (EW), advanced Counter
Improvised Explosive Device (C-IED) operations and Explosive Ordnance Disposal (EOD) for improvised
explosive device threats and Counter-Unmanned System (C-UxS) threats.
Interested industry partners are encouraged to submit a request, including company name and CAGE code to
the below Points of Contact (POCs). This information will be used to verify in the System for Award
management (SAM) and the Supplier Performance Risk System (SPRS) that the offeror can receive CUI
documents. After successful verification, the documents will be provided for review and submission of
questions, comments, or suggestions. We are particularly interested in feedback regarding the clarity of
evaluation criteria, pricing structure, and feasibility of the past performance relevancy measures.
Please submit your feedback using the RFP Q&A Template provided with this RFP Letter to the POCs listed
below no later than 1300 hours ET on 15 June 2026.
