All respondents to this RFQ are subject to instructions communicated in this document and are cautioned to completely review the entire RFQ and follow instructions carefully. The Community reserves the right to reject any or all SOQs or Technical Approaches, and to waive technicalities and informalities at the discretion of the Community.

The selected consultant will provide engineering design services for the project, including preliminary engineering (project description, environmental survey boundary map, property owner notification, cultural resources and ecology early coordination letters, NEPA early coordination letter), fieldwork (land survey, archaeologist short report, ecologist resources survey report, historical resources survey report), public outreach, GDOT Concept Report, utility coordination, preliminary cost estimate for ROW and utility, avoidance and minimization measures meeting, environmental assessments of effects, preliminary field plan review, NEPA document and environmental certification, right-of-way plans and authorization, environmental permitting (stream buffer variance, nationwide 404, USACE), final field plan review, engineering design (construction plans, landscaping plans, cost estimates, bid document package), and construction phase assistance (contract agreement, pre-construction meeting, responses to questions, coordination with contractor and utility companies, laboratory and field testing, pay application review, inspection, final inspection, close-out documents).
