You are invited to submit a Request for Qualifications (RFQ) for RFQ #27008 Architectural & Engineering Services
for the Athens-Ben Epps Airport. The Unified Government of Athens-Clarke County desires to solicit vendors
with experience in Architectural & Engineering Services. This includes the Preliminary Phase, Engineering
Phase, Bidding and Negotiation Phase, Contraction Phase, and Project Closeout Phase, and other related services
as defined by the FAA in AC 150/5100-14E. To provide drawings, reports, plans, engineering documents,
specifications, resident engineering services, and to assist in the processing of Federal Aviation Administration
(FAA) and Georgia Department of Transportation (GDOT). Grant Applications for multiple airport repair,
planning, and construction projects in accordance with the specifications listed in applicable FAA Advisory
Circulars.
It is the intent of the Athens-Ben Epps Airport to enter into a Master Agreement with a consultant for the
upcoming five (5) year period. The selected consultant will negotiate and enter into individual work
authorizations/task orders for services based on the scope of work, with the Athens-Ben Epps Airport on an
assignment-by-assignment basis during the term of the Master Agreement.
The services are limited to projects that the Athens-Ben Epps Airport expects to initiate within Five (5) years of
the effective date of the Master Agreement. A list of the anticipated projects for the Five (5) year period is in
Attachment A. It is noted that some services may not be required.
The scope includes the Preliminary Phase, Engineering Phase, Bidding and Negotiation Phase, Construction Phase, and Project Closeout Phase, as defined by FAA AC 150/5100-14E. Services include preparing drawings, reports, plans, engineering documents, specifications, resident engineering services, and assisting in processing FAA and GDOT grant applications for multiple airport repair, planning, and construction projects. Specific tasks may include preparing project funding applications and CIP documents, performing design and construction administration, assisting with DBE program administration, constructing/rehabilitating airfield drainage systems, pavement, lighting, NAVAIDs/ILS, airport buildings, roadways, parking lots, fencing, security systems, obstruction removal, improving runway/taxiway safety areas, land acquisition, preparing airport layout plans, environmental impact studies, apron expansion, fuel facility improvements, aviation easement acquisition, and other related work.
