Pursuant to the applicable provisions of the City of McDonough Code of Ordinances, the City of
McDonough Procurement/Purchasing Policy, and all other applicable federal and state laws, the City
of McDonough, Georgia (hereinafter referred to as the “City”), through its Community and Economic
Development Department, is soliciting sealed proposals from qualified firms to provide Code Revision
Services for Chapters 15, 16, and related updates to Chapter 17 of the City’s Code of Ordinances.

SUBMISSION DEADLINE
Proposals shall be received by the City no later than September 29, 2026, at 3:00 p.m. Eastern
Time.
PRE-PROPOSAL CONFERENCE
A virtual pre-proposal conference will be conducted to provide an overview of the solicitation,
Scope of Services, proposal requirements, and administrative expectations associated with this
engagement.
The conference will be held as follows:

Time: 3:00 p.m. to 4:00 p.m.
The selected Consultant will perform a comprehensive evaluation, restructuring, and modernization of Chapters 15 and 16 of the City's Code of Ordinances, along with targeted updates to Chapter 17 (Zoning Ordinance). Services include project initiation and kickoff, comprehensive code assessment, code restructuring and reorganization, drafting and rewrite of Chapters 15 and 16, coordination with Chapter 17, Main Street District regulatory development, targeted amendments to Chapter 17, stakeholder engagement and meetings, adoption and implementation support, and staff training. The Consultant will also prepare deliverables such as a Code Assessment Report, Code Reorganization Matrix, draft code revisions, Chapter 17 coordination and amendments, Main Street District regulatory language, summary of changes, presentation materials, and final adoption-ready documents.
