(IFB) for the procurement of a qualified supplier to provide a comprehensive, web-based Online Training
Management System. Interested vendors during the prequalification phase will be evaluated based on their
demonstrated experience providing online training management systems for fire departments, emergency medical
services, public safety agencies, or similar organizations. Vendors must demonstrate the capability to provide secure
individual member accounts; remotely deliver and assign training based on rank and duty assignment; create and
schedule classes; track attendance and daily training activities; administer and score tests; manage instructor-led
and online training; and generate reports and training records. Vendors must also demonstrate the ability to maintain
and track member credentials, certifications, continuing education, and recertification requirements, including
training associated with the Georgia Office of Emergency Medical Services (GOEMS), Georgia Firefighter
Standards & Training Council (GFSTC), and Insurance Services Office (ISO) requirements. The City's expectation
is that the selected vendor provides a secure, reliable, accessible, and comprehensive online training management
system that enables AFRD to efficiently deliver and maintain accurate training and certification records, monitor
credential and recertification requirements, and provide timely access to training information across the

Scope of Service for
Lieutenants and Captains Promotional
Testing on Behalf of AFRD
OBJECTIVE:
The City of Atlanta (the "City") Department of Procurement (the "DOP") on behalf of the Atlanta
Fire Rescue Department (the "AFRD") is seeking bids from qualified firms who specialize in Public
Safety promotional testing. The Vendor shall be responsible for the development, oversight, scoring and
analysis of all testing required for the Fire Captain and Fire Lieutenant promotional testing. The
anticipated term of services shall be for four (4) years with the option to renew for four (4) additional years, in
two (2) year increments at the sole discretion of the City.
BACKGROUND:
The AFRD is responsible for ensuring promotional testing is afforded to all qualified staff as
defined in the City Code of Ordinance. Generally, these opportunities are conducted every two (2) years
on an as needed basis for the attempted ranks of Fire Lieutenant and Captain. All testing opportunities
shall adhere to AFRD policies, the Atlanta City Code Sections 114-227 through 114-245, with the relevant
standards of the Commission on Fire Accreditation International and National Fire Protection Association
and all other associated government regulations.
1.0 MINIMUM QUALIFICATIONS (required submittals outlined below):
The vendor shall be responsible for the development, oversight, scoring and analysis of all testing required for the Fire Captain and Fire Lieutenant promotional testing. This includes completing a job task analysis, developing multiple-choice written examinations in both in-person and virtual formats, providing candidate orientation and preparation classes, administering exams at suitable testing sites, providing individual feedback reports, managing an appeal process, recruiting and training assessors, conducting oral interviews, and submitting a final technical report. The vendor must also provide a secured electronic system for administering exams, maintain control and security of exams, and provide expert testimony or legal assistance if litigation arises.
