The response to this request, together with the related costs, data, and supporting
documentation will be used to make the final vendor selection. The proposal will be
included as part of the contract between the Douglas County Board of Commissioners and
the selected firm. The County reserves the right to reject any and all proposals and the right
to its option to waive or refuse to waive any defect or informality in any proposal. The
County Administrator and/or other qualified Douglas County personnel for the purpose of
selecting proposals with whom negotiations may be conducted, will subject all responsive
proposals received to an evaluation.
The selected Financial Advisor will assist the County in reviewing and developing financial policies, programs and plans that enhance financial strength and sustainability, including development of maintenance/replacement funds with related financing plans. The Advisor will also assist in the structuring and issuance of bonds or private placement debt for funding of significant capital needs. Services may include long-range financial planning, debt affordability analysis, capital improvement planning, financing alternatives analysis, debt issuance assistance, credit rating services, refunding analysis, private placement financing evaluation, short-term financing advice, investment and cash management assistance, financial modeling, market analysis, and post-issuance services.
