The City of Waynesboro (City) is seeking an engineering firm to provide design services and construction management for its sewer improvement project funded by the FY 2026 Congressionally Directed Spending (CDS)/Community Project Funding (CPF). These funds will be distributed and administered through the U.S. Environmental Protection Agency EPA. Responding firms should be technically qualified and licensed to provide design and inspection services for local, state and federally funded projects. To be considered, 4 hard copies of the Request for Qualifications proposals must be received by 4:00 p.m., October 12, 2026, addressed to Trinetta Skinner, Assistant City Manager, 615 N. Liberty Street, Waynesboro, GA 30830. All proposals must be sealed and should be clearly labeled, Waynesboro Sewer Improvements 2026 RFQ. Proposals received after the specified date and time will not be considered.

The City of Waynesboro (the “City”) is seeking a qualified engineering firm to provide design
services and construction management for its Sewer Improvements Project, funded through FY
2026 Congressionally Directed Spending (CDS)/Community Project Funding (CPF). These
funds will be distributed and administered through the U.S. Environmental Protection Agency
(EPA) and will be referred to as CDS/CPF “Community Grants” projects.
Responding firms must be technically qualified and appropriately licensed to provide design,
inspection, and construction management services for local, state, and federally funded projects.
The selection of an individual or firm will be conducted in accordance with the requirements
outlined in the Request for Qualifications (RFQ) package and applicable local procurement
requirements, as well as the federal Procurement Standards set forth in 2 C.F.R. §§ 200.317–
200.327, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for
Federal Awards, applicable subparts, and the grant management requirements administered by
the EPA.
The City reserves the right, in its sole discretion, to reject any or all submissions; reissue a
subsequent RFQ; or terminate, restructure, or amend this procurement process at any time. The
City also reserves the right to request additional information from any respondent submitting
under this RFQ if such information is deemed necessary to further evaluate the respondent’s
qualifications or to obtain clarification. The City reserves the right to interview any respondent
submitting under this RFQ.
