The vendor must provide in-person or virtual homebound instruction to students in grades PreK-12 in core content areas (Language Arts, Math, Social Studies, Science) and other subjects as needed. Tutors must follow IEP or 504 plans, administer state exams, and submit weekly instructional reports. The vendor must coordinate with school personnel, pick up and return materials, and communicate with parents. Minimum instructional hours are 3 hours per week for grades K-5 and 5 hours per week for grades 6-12. Summer instruction is permitted only with District authorization. The vendor must also provide tutors who meet instructor requirements including a Bachelor's degree, State of Delaware teacher certification, criminal background check, Child Abuse Registry clearance, and drug screening.
