Selected providers will perform or cause to be performed task orders for technical assistance with disaster recovery planning and program development, reconstruction and rehabilitation of residential dwellings including administration, inspection, construction oversight and direct construction with permits, labor, materials, warranties and close-out, grant and loan administration, buyout program administration, rental assistance administration, and transitional and intermediate housing services, plus general program management including field offices, standard operating procedures, turnkey project management information system and CRM, case management, bilingual call-center support, outreach, training, reporting and compliance with federal, state and local requirements over a five-year contracting period after a presidential or state disaster declaration.
