The contractor will enter into a contract with the Division of Youth Services to receive and manage CYDC and Marijuana Tax Revenue funds allocated to the 17th Judicial District, develop and monitor subcontracts with service providers, serve as umbrella employer providing recruitment, supervision, payroll, benefits, HR policies and performance evaluation for the CYDC Coordinator and other authorized staff, provide monthly budget summaries, reconcile billings, manage budget revisions, provide an annual independent audit, provide office space in the district, attend JSPC and executive committee meetings, and support implementation, screening and referral, detention bed management, data quality in TRAILS, and performance outcome reporting for the local CYDC plan.
