The selected bidder(s) will provide service-rich temporary (12-month maximum) low-threshold re-entry housing for people exiting Massachusetts Department of Corrections facilities using a sponsor-based model. The sponsor acts as leasing agent and service provider, locating and leasing housing units in the private market and subleasing them to participants. Services include case management, housing search, connections to mainstream resources, and stabilization services. Participants must have full tenancy rights. The program is not a voucher program. Eligible participants must be individuals exiting DOC facilities who would otherwise be homeless. The contractor must enter client-level data into HMIS. The initial contract duration is one year with the option to renew for up to seven additional one-year terms, subject to appropriation and satisfactory performance.
