EOHHS is issuing the RY 2027 Acute Hospital RFA to solicit applications from eligible, in-state Acute Hospitals wishing to participate as MassHealth Providers. Prospective applicants may submit written questions concerning this RFA no later than September 23, 2026, at 5:00 p.m. to Jin Pantano. RFA submissions, including all required documentation, are due no later than September 30, 2026, at 5:00 pm, as per the instructions in Section 9.B of the RFA.

The RFA covers the terms and conditions for Acute Hospitals to participate as MassHealth Providers for Rate Year 2027 (October 1, 2026 – September 30, 2027). It details reimbursement for inpatient services (including APAD, outlier payments, transfer per diems, psychiatric per diems, and administrative day per diems) and outpatient services (including APEC, emergency department services, and various carve-out payments). It also includes requirements for quality and equity incentive programs (CQI and HQEIP), provider preventable conditions, serious reportable events, submission requirements, and program participation requirements. Hospitals must accept the stated reimbursement methodologies as payment in full and comply with all applicable laws, regulations, and contract terms.
