The City is soliciting Statements of Qualification from experienced architectural or engineering firms for on-call services in support of the Bridge Repair Program. The Bridge Repair Program addresses deficiencies identified through routine biannual bridge inspections and special inspections. It prioritizes repairs that preserve structural integrity, extend service life, and maintain safe travel for all users.
The Consultant will provide all labor, materials, equipment, and supplies to perform professional engineering services on a task order basis. Primary tasks include engineering and design services for bridge preservation projects, assisting with budget needs and preservation strategies, construction management administration and inspection, project scoping and estimation, evaluation and prioritization of bridge projects, and structural analysis. The Consultant may also be asked to provide engineering and design for retaining walls, structural peer review, drafting and GIS mapping, graphic displays, bridge inspections on an emergency basis, grant writing, load rating, scour analysis, seismic evaluations, right-of-way and topographic surveying, and preparation of reports and memorandums.

Most Washington work asks for the two below, and the solicitation documents are where it’s stated. Apply straight through for it — or prequalify once and skip the application on both.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what a GC or agency asks to see before they take your bid seriously.
Required by the city at the permit stage, not with your bid. Inferred from where the work happens — confirm forms and amounts with the permit office before you start.
