Attendance is non-mandatory but highly encouraged.

The Pre-Proposal Meeting will be conducted on Tuesday October 13, 2026, at 9:00 a.m. local time at the Hilton Garden Inn Texarkana Convention Center, 4610 Cowhorn Creek Road, Texarkana, TX 75503 A project presentation and refreshments will be held from 9:00am to 11:00, followed by a site visit to the GMP #1 project location from 12:00 PM to 1:00PM. This Project is expected to be funded, in whole or in part, by financial assistance from the Texas Water Development Board (TWDB). Neither the State of Texas nor any of its departments, agencies, or employees is or will be a party to this solicitation or any resulting contract. Procurement and contracting activities shall comply with all applicable federal, state, and TWDB requirements.

The CMAR and Riverbend Water Resource District encourage participation by Disadvantaged Business Enterprises (DBEs), Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), small businesses, and historically underutilized businesses (HUBs). Bid opening: October 30, 2026 at 2:00 PM (Chicago) — Submitted virtually through Building Connected.
