Steven M. Clouse WRC Biosolids System Upgrades

REQUEST FOR COMPETITIVE SEALED PROPOSALS (RFCSP) Solicitation No. CO-00900 Sealed proposals are requested by the San Antonio Water System for the for the Steven M. Clouse WRC Biosolids System Upgrades Project, SAWS Job No. 22-6502. The project includes but is not limited to construction of a new centralized biosolids building with new solids screen presses, thickening, and dewatering equipment; new cake storage silos within the building; new maintenance, office, and storage spaces within the building; construction of two new pump stations, parking lot, access road, sidewalks, and yard piping; replacement of pumps, piping, and accessories at two existing pump stations; demolition of the existing sludge screening, thickening, and dewatering facilities; associated site/civil, mechanical, structural, architectural, electrical and instrumentation and controls work.

A non-mandatory Pre-Proposal Meeting and Site Visit (immediately following the pre-proposal meeting) will be held at 10:00 AM (CDT) on July 24, 2026, at the Steven M. Clouse Water Recycling Center, Cafeteria, Building 16, 3495 Valley Rd., San Antonio, Texas 78221. See Attachment A, Site Visit Procedures, to attend the Pre-Proposal meeting and Site Visit meeting. Please arrive 30 minutes early to check in at the guard station prior to the non-mandatory Pre-Proposal Meeting.

A Non-Mandatory In-Person Meeting to highlight and discuss changes to Contract Documents will be held on September 8, 2026, at 10:00 AM September 29, 2026, at 3:00 PM (CST) at the below location. Upon arrival, all participants should check-in with the security guard at the front desk. Attendees should arrive at least ten (10) minutes prior to the meeting to allow time to sign-in.

Proposals will be received electronically only, until 2:00 PM (CDT), September 1, 2026 September 22, 2026 October 6, 2026 October 13, 2026.. Electronic proposals will be received via the secure SAWS FTP site. See the Electronic Proposal Opening Instructions attachment for additional information regarding an electronic proposal submittal. Electronic proposals shall be accompanied by a bid bond in an amount not less than five percent of the total proposal price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total proposal price, SAWS will request this within 24 hours from the Respondent who did not submit a bid bond). Proposals will then be publicly opened and read aloud by Contract Administration via WebEx.
