The Illinois Department of Transportation (IDOT) seeks to procure a commercial off-the-shelf (COTS) software as a service (SaaS) hosted solution to replace the existing construction and materials management system (CMMS). This procurement will include configuration and implementation of the SaaS, data conversion, and integration with other IDOT applications. The solution must manage construction projects, materials inspections, and contract payments. Key functional areas include system administration, contract summary, construction diary, pay item management, pay item quantities, material assignments and jobsite tracking, process change control, pay estimates and invoices, liens and deductions, funding and appropriations, obligations, materials laboratory management, materials vendor management, materials specification management, materials inspector management, material association to vendors, materials test sample creation, materials distribution and testing, materials plant inspections, and materials mix designs. The system must include workflow functionality, document storage and management, standard system reports, and the ability to create ad-hoc reports. The offeror must provide project documentation deliverables including a project plan, implementation plan, data migration/conversion plan, testing plan, training plan, change management plan, defect management plan, and risk and issue management plan. The offeror must also provide a profile and history, experience in the software space, client information, and an implementation team.
