The vendor shall provide single and double trailer hitch bicycle mounts with tilt ability, brand name or equivalent to Kuat NV 2.0, Thule T2 Pro XTR, RockyMounts HighNoon FC Solo, or RockyMounts MonoRail. The bike rack must support a minimum load capacity of 60 lb per bike, accommodate small to XXL frames and 29" wheels, fit wheelbases up to 50", have a tilt feature for rear hatch access, fold flat when not in use, include locking hitch and integrated cable lock, be compatible with a 2" Class III hitch receiver, and be safe for highway speeds. The mounts must be fully compatible with the Ford Police Interceptor Utility (Explorer) and provide a minimum of 15.25 inches trunk clearance when tilted. All bicycle mounts must ship within 30 days after receipt of the order, and deliveries must be received at Illinois State Police Department of Academy and Training (DAT) 2376 Academy Rd, Pawnee, IL 62558.
