Elgin Mental Health Center is seeking a Vendor to provide all labor, materials, equipment, and supervision necessary to complete the resurfacing of the designated deteriorated parking lot and roadway sections. Work includes surface preparation, milling, asphalt installation, compaction, and final cleanup. Concrete Work must be done at the Stores' Dock Area located 750 South State Street, Elgin, Il 60123. This procurement is for Small Business Set Aside Program Vendors Only.
Pre-Bid Conference: There will be a mandatory pre-bid meeting held on 10/5, 2026 at 10am located at FTP Building, 750 South State St., Elgin, Il. Bidding vendor must attend. Sub-Contractors may attend along with bidding vendor but cannot sign in for bidding vendor.
The vendor shall mobilize personnel and equipment, implement traffic control, clean and prepare existing pavement surfaces, mill existing asphalt to 1.5-2 inches, apply tack coat, install 1.5-2 inches of hot-mix asphalt, compact to specified density, reinstall pavement markings, and perform concrete work at the Stores' Dock Area including removal of damaged pavement, base preparation, reinforcement installation, concrete placement and finishing. The vendor must remove all debris and conduct a final inspection with the facility's chief engineer. Approximate work areas: Dietary Parking Lot 48,500 sq. ft., Dietary Side Road and Parking Area 32,600 sq. ft., Stores Dock Area 4,000 sq. ft., Intersection (Middle Road & Soldiers Road) 3,200 sq. ft., Intersection (Soldiers Road & West Road) 3,700 sq. ft., total approximately 92,000 sq. ft.
