The purpose of this RFP is to establish multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with qualified investment management firms to provide alternative fixed income investment management services to the Alaska Industrial Development and Export Authority (AIDEA/Authority) on an as-needed basis. Services shall be performed in accordance with the Authority’s investment policies and the requirements described in Section 2.
As a condition of selection and any subsequent investment allocation, each successful Offeror must be willing and able to trade within the Authority's designated custody accounts maintained at U.S. Bank. Offerors must comply with all applicable custody, trading, settlement, reporting, and operational requirements established by AIDEA and its custodian. Investment strategies that require alternative custodial arrangements or the transfer of Authority assets to another custodian will not be accepted. No investment allocation or trading authority will be granted until all required agreements, account documentation, and operational arrangements have been completed and approved by AIDEA.
Award of an IDIQ contract does not guarantee any Offeror an allocation of assets, minimum quantity of services, number of assignments, or amount of compensation.
The scope of work includes acting as a fiduciary of the Authority, managing assigned assets to provide liquidity, protection against inflation, and income-oriented investment returns. The Offeror shall invest only in publicly traded and other liquid income-oriented investments authorized by the IMA. The scope includes portfolio management, benchmarking and performance measurement against the Bloomberg U.S. Aggregate Bond Index, compliance with prohibited practices (no political or ESG-based investing), liquidity and rebalancing, reporting and compliance, and conducting trades within a custodial account. Specific tasks include data gap analysis, additional data collection, audit input, preparation of investment guidelines and IMA terms, portfolio implementation and ongoing management, periodic reporting and presentation, and transition, wind-down, or termination support.

Most Alaska work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
