The Alaska Mental Health Trust Authority (the Trust), is soliciting proposals for an experienced consultant to review, update, and modernize the Trust’s personnel policies to ensure legal compliance, alignment with current best practices, and improved clarity and usability for staff and leadership.
Proposals must be received no later than 1:30 P.M. prevailing Alaska Time on Thursday, October 22, 2026. Late proposals or amendments will be disqualified and not opened or accepted for evaluation.

The successful offeror will assess existing policies, conduct a comparative analysis of personnel policies from comparable Alaska state corporations, perform a legal and regulatory review, develop updated personnel policies, engage in stakeholder engagement and revision, and present final proposed policies to the board of trustees for approval.
