The Alaska State Legislature, Legislative Budget and Audit Committee is seeking sealed proposals from qualified firms to perform an independent study to identify, evaluate, and analyze the primary cost drivers within the State of Alaska’s Department of Corrections (DOC). The purpose of the study is to provide the Legislature with an objective, comprehensive assessment of the factors contributing to increases in DOC’s expenditures, to identify opportunities for cost savings, and to inform policy and budget decisions for long-term fiscal sustainability.

Pre-Proposal Teleconference: All Prospective Offerors are encouraged to call into the pre-proposal teleconference. This pre-proposal teleconference will be held on Wednesday, September 2, 2026, at 10:00 AM, Alaska Time. To attend, Offerors must call into the teleconference lines provided within the RFP on page 17.

The independent contractor will review all electronic and manual business processes, operational systems, reports and reporting requirements, and other records necessary to evaluate operational efficiency, identify unnecessary duplication, and assess opportunities for process improvements and cost reductions within the Department of Corrections. The study shall include an examination of personnel costs, inmate medical, behavioral health, pharmaceutical and specialty care costs, inmate transportation costs, facility maintenance expenses, departmentwide internal agency expenditures, facility operating expenses, inmate programming, and any other significant expenditure categories. The contractor shall identify and prioritize the Department's principal cost drivers, estimate the relative fiscal impact of each driver, distinguish between costs resulting from constitutional requirements, statutory mandates, inmate population characteristics, operational decisions, workforce challenges, contractual obligations, inflationary pressures, and geographic conditions unique to Alaska. The contractor shall also review the Alaska cost of living as a comparison to actual DOC expenditures, and identify and recommend opportunities to improve operational efficiency, enhance service delivery, and reduce long-term costs while maintaining public safety and compliance with requirements. The main deliverable is a comprehensive report, with at least three in-person presentations in Juneau or Anchorage, an organization chart, and biweekly status reports.
