Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.
Short-Term Residential for Substance Abuse Treatment: the vendor must provide treatment for both male and female clients and accept clients participating in medically management treatment (MMT).
**0540-2027-0039 Residential Substance Use Treatment for all Eastern District of Texas **
On or after September 2nd 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov. Interested offerors must respond on time to solicitation deadlines and clearly show:
1.they can provide services within the catchment area with a facility available for use,
2.such services will be provided by professionals meeting the experience and criteria required, and
3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
The vendor must provide short-term residential treatment (Project Code 2001) for both male and female clients, including 24-hour, 7-days-a-week accommodation, room and board, assessment, counseling/therapeutic services, drug testing, physical examination, and blood and urine specimen collection. Services include a minimum of 6 hours of structured programmatic activities per weekday, 3 hours of clinical group counseling, 3 hours of structured programmatic activities per weekend day, and 1 hour of individual clinical counseling per week. The vendor must create treatment plans within 5 days of admission, re-evaluated at least every 30 days, and provide a typed transitional care plan upon termination of residential period. The vendor must have a physical site within the catchment area of the Eastern District of Texas, comply with residential facility requirements including staff qualifications, code compliance, sleeping and bathroom facilities, emergency plans, safety precautions, and food service standards. The vendor must also participate in case staffing conferences, submit reports, and comply with all applicable laws and regulations.
