Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.
Mental Health Treatment: required services may include, but are not limited to, mental health assessments, mental health counseling (individual, group, and/or family, which may also include dual diagnosis counseling)

On or after September 2nd 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov. Interested offerors must respond on time to solicitation deadlines and clearly show:
1.they can provide services within the catchment area with a facility available for use,
2.such services will be provided by professionals meeting the experience and criteria required, and
3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
The vendor will provide mental health treatment services including Co-Occurring Disorders Assessment (6016), Co-Occurring Disorders Individual Counseling (6015), Mental Health Assessment (5011), Mental Health Individual Counseling (6010), Mental Health Cognitive Behavioral Group (6028), and Mental Health Family Counseling (6030) for male and female federal defendants/persons under supervision ordered by the Court to participate in treatment. Services must be provided in accordance with the Probation Form 45 for each defendant/person under supervision, with treatment initiated within 10 business days of receiving the referral. The vendor must maintain a physical facility within the Athens, Texas catchment area, submit typed treatment plans at least every 90 days, and participate in case staffing conferences.
