The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.
Substance Use Treatment: required services may include, but are not limited to, Substance Use Assessments and Substance Use Counseling (individual, group, and/or family).

On or after September 2nd 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov. Interested offerors must respond on time to solicitation deadlines and clearly show:
1.they can provide services within the catchment area with a facility available for use,
2.such services will be provided by professionals meeting the experience and criteria required, and
3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
The vendor will provide substance use treatment services including Substance Use Assessments and Substance Use Counseling (individual, group, and/or family) for federal defendants and persons under supervision. Services must be provided in accordance with Probation Form 45 authorizations, with assessments conducted by credentialed practitioners and counseling based on current scientific research. The vendor must maintain a physical facility within the catchment area, provide flexible scheduling including evening hours, and comply with all confidentiality, reporting, and monitoring requirements.
