The study will establish the technical baseline necessary to support future maintenance activities, improve personnel safety, and ensure the continued use of the facility as a safe and reliable operational asset.

The Government intends to award a Contract resulting from this solicitation to the lowest priced technically acceptable list of prices. The Government may award the contract based on the initial offer without discussion.

The contractor shall perform all work necessary to produce a complete set of construction plans and technical specifications for the structural upgrade of the Compound Warehouse and Recycling Center. This includes architectural and engineering design and analysis, construction cost estimates, renderings, photographs, and scale models. The work is divided into phases: Project Initiation, Field Investigation, Technical Evaluation (structural, seismic, and roof anchorage evaluations), Safety & Certification (safety coordination review and engineering certification with 3-option pre-feasibility analysis), Decision Point (Government review and option selection), Detailed Design (of the selected option), Reporting (draft final report and recommendations), and Permit & Closeout (OBO and FAC review, final engineering report and permit package submission). The contractor must also provide consultation services during the construction solicitation period and may be required to provide construction phase services on a time-and-materials basis.
