PROJECT DESCRIPTION: Project work includes maintenance dredging of Fort Pierce Harbor with excavated material being placed onto Fort Pierce Beach. Due to the extensive hardbottom areas located offshore of the fill area, offshore pipeline access to the beach site is prohibited. Offloading the beach fill will be done inside the South Jetty of Fort Pierce Inlet, as shown on the drawings.
A staging area and beach access to the beach placement area are located at the end of Seaway Drive and near the south jetty pumpout location. Work also includes but is not limited to environmental and water quality monitoring, sea turtle trawl sweeping (hopper dredges only), screening, beach tilling, beach fill quality control, construction support, and vibration control and monitoring. Work will be divided into a base and two options.
BIDS DUE: 22 October 2026 at 1:00 PM EDT. NAICS CODE: 237990, OTHER HEAVY CIVIL ENGINEERING CONSTRUCTION. SMALL BUSINESS SIZE STANDARD: $37 million.
TARGET PRICE RANGE: Between $5,000,000.00 and $10,000,000.00. PERIOD OF PERFORMANCE: The Contractor shall be required to (a) commence work under this contract within SIXTY (60) calendar days after the date the Contractor receives the Notice to Proceed (NTP), (b) prosecute the work diligently, and (c) complete the entire work ready for use, and be off the beach, not later than 30 May 2027, with 30 June 2027 for the entire contract work. The time stated for completion shall include final cleanup of the premises. The completion date is based on the assumption that the successful offeror will receive the notice to proceed by 7 January 2027.
The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer.
