The contractor must provide up to two U.S. Flag, Jones Act, Ocean-Going Certified Tug(s) to perform two separate tows in one voyage. TOW 1 involves towing ex-FORT WORTH (LCS-3) from Naval Station San Diego, CA to INACTSHIPS Bremerton, WA. TOW 2 involves towing ex-LAKE ERIE (CG-70) from Naval Station San Diego, CA to INACTSHIPS Pearl Harbor, HI. The contractor must provide a comprehensive towing package, tow bridle and hardware, emergency tow lines, flooding alarms, navigation lights and day shapes, and an Independent Marine Surveyor (IMS). The contractor must also provide position reports, a transit plan, and comply with the U.S. Navy Towing Manual. A pre-tow conference at Naval Station San Diego, CA is required prior to towing each vessel.
