This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. Solicitation number 127EAV26Q0121 is issued as a Request for Quotation (RFQ) for Grounds Maintenance at The Dale Bumpers National Rice Research Center Stuttgart, AR.
This acquisition is 100% set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 561730 Landscaping Services. The small business size standard is $9.5M. All responsible sources may submit a quotation which will be considered by the agency.
The Government intends to award one firm fixed price contract with a base year and 4 one-year option periods. The Contractor shall provide all Materials, Supplies, Supervision, transportation and incidentals necessary to perform mowing services at The Dale Bumpers National Rice Research Center per attached Statement of Work (SOW). The scope of the work required under this contract consists of mowing/trimming of grounds to assure a good, well-maintained appearance on an ongoing basis.
Award of the option years are contingent upon the availability of funds. The Government reserves the right not to exercise the option years listed in this solicitation or resulting contract. The Contractor shall not be entitled to any compensation, claim, or equitable adjustment for unawarded option years including anticipated profit or lost opportunity.

***PRE- AWARD QUESTIONS- Any questions regarding the Request for Quotation (RFQ) shall be emailed to the Contract Specialist Shavera Leveille no later than 1700 CST 9/9/2026. THERE WILL BE NO QUESTIONS ALLOWED AFTER THIS TIME.
All quotes shall be emailed to shavera.leveille@usda.gov no later than 1700 CST 9/15/2026, or sooner.
Site visits are encouraged, but not mandatory to confirm locations, dimensions, and conditions of the project before a bid is submitted. A Site Visit will be held on 9/8/2026 at 10:00 A.M. CST at 2890 Hwy 130 East Stuttgart, AR 72160. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions.

The contractor shall provide all labor, supplies, supervision, equipment, tools, and other items necessary for mowing/trimming of grounds to assure a good, well-maintained appearance on an ongoing basis. Services include mowing lawns when no more than 3 inches high, string trimming around landscape features, clearing mowing debris from sidewalks within 4 hours, picking up fallen limbs and trash, and periodic mulching of flower beds (mulch provided by the Government). Work shall be completed either Monday or Tuesday of each week or as agreed, and each mowing/edging/trimming must be accomplished within a 2-day period. The contractor must provide a safe work environment, comply with applicable codes (ANSI, ASME, NEC, OSHA, ADA, IBC), and utilize bio-based products to the maximum extent possible.
