The contractor must provide labor, materials, equipment, transportation, and supervision to perform full electrical power distribution equipment testing, maintenance, and inspection, including tri-annual substation and transformer maintenance, circuit breaker maintenance, annual ground resistance testing, infra-red imagery scanning, medium voltage relay testing, substation control power battery testing, transformer oil testing, and participation in a tri-annual 4-hour power outage test of the Essential Electrical System. The contractor must also submit written reports, a site-specific safety plan, and maintain NETA certification and OSHA safety training for technicians across a base year and four option years running from November 2026 through October 2031.
