The solicitation covers three technical thrusts: Thrust 1 - Materials and components to expand the foundation, seeking to establish new technological beyond-CMOS foundations; Thrust 2 - Tools and processes for indigenous development, aiming to strengthen industrial resilience by advancing new tools, processes, and capabilities; and Thrust 3 - New modalities to achieve mission effects, seeking to expand the range of technological modalities available to deliver mission effects. Efforts that include human or animal subjects research are out of scope.
