The Government intends to award one (1) firm-fixed price Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for construction, additions, alterations, maintenance, and repairs at buildings and structures located at the Federal Law Enforcement Training Centers (FLETC) in Charleston, South Carolina. Work will be performed through the issuance of individual task orders issued under the contract. The contractor shall provide all labor, materials, equipment, transportation, supervision, and quality control necessary to perform the work specified in the basic contract and individual task orders.
The contract will include a 12-month base period, four 12-month option periods, and an optional six-month extension in accordance with FAR 52.217-8. The contract minimum guarantee is $50,000 and the maximum value is not-to-exceed $33,000,000.00 over the contract's life. For planning purposes only, the Government estimates approximately $6,000,000.00 in task orders annually; this amount is not guaranteed nor is the Government limited by this amount annually. Individual task orders are anticipated to range from approximately $2,000 to $1,500,000.00.
Task orders may encompass multiple construction trades, including but not limited to architectural, mechanical, civil, structural, roofing, demolition, electrical, environmental support, carpentry, roadwork, painting, plumbing, and masonry. Task order pricing will be based on the most current R.S. Means Facility Construction Cost Data Book, adjusted using the Charleston, South Carolina, City Cost Index multiplier. The contractor's coefficient will be applied to the total adjusted bare costs for labor, materials, and equipment.
This acquisition is set aside for HUBZone small business concerns. FAR 52.219-14, Limitations on Subcontracting, will apply. The applicable limitations require the contractor to perform at least 15 percent (15%) of the cost of the contract, not including the cost of materials, with its own employees. The Government is anticipating significant subcontracting opportunities under this contract.
