The purpose of this solicitation is to establish a contract for the collection of outstanding Business and Excise Tax docketed judgments assigned to, and/or issued by the New York City Department of Finance. Please see Section III Scope of Services section in the IFB document for details. Vendors who are able to demonstrate sufficient expertise and experience in providing such services in a legal and ethical manner are invited to bid.
This Competitive Sealed Bid (RFx) is being released through PASSPort, New York Citys online procurement portal. Responses to this RFx should be submitted via PASSPort. The contractor will collect tertiary Business and Excise Tax judgment debt docketed in New York, including banking corporation, general corporation, business corporation, unincorporated business, commercial rent, utility, commercial motor vehicle, real property transfer, hotel occupancy and cigarette taxes, plus limited other City judgments. Work includes electronic referral processing, skip tracing and asset location, dunning letters, telephone collection from a secure call center, electronic case files and call recordings, weekly collection activity reports, commission invoicing, and return of uncollectible or recalled cases with destruction of personal and tax information.
