The Agency has successfully deployed a centralized Transit Signal Priority (TSP) System within the Citys five boroughs. Central TSP leverages the existing ITS infrastructure, including a new Traffic Safety Network (TSN), centralized Traffic Control Systems, and on-board bus equipment to lower costs and to facilitate rapid implementation.
This minimized the hardware and software required to make the TSP System operational. Existing and future bus corridors on the TSP System span approximately 200 miles and include about 3,500 signalized traffic intersections. Additionally, more corridors are planned/deployed over the next few years.
This Request for Proposals (RFP)/RFx is released through PASSPort, New York Citys online procurement portal. Responses to this RFP/RFx must be submitted via PASSPort. To access the RFP/RFx, vendors should visit the PASSPort Public Portal.

A pre-proposal conference via Microsoft TEAMS is scheduled for 9/28/26 at 11:00 a.m. Those wishing to attend must request the Microsoft TEAMS link from the Authorized Agency Contact by no later than 5:00 p.m. on 9/25/26. The deadline for the submission of questions is 9/30/26 by 5:00 p.m. The proposal due date (submission via PASSPort) is 10/19/26 by 2:00 p.m. This procurement is subject to participation goals for New York States Disadvantaged Business Enterprise (DBE) program, as required by FHWA; there is a 0% goal for this project.
The scope of work includes supporting the maintenance and operation of existing TSP corridors, including troubleshooting integration issues, monitoring TSP system operation, performing TSP simulation modeling, and enhancing the TSP Dashboard. It also includes supporting the development, deployment, integration, and operation of new TSP corridors, such as integrating and analyzing the TSP system, providing information for TSP deployment, deploying and integrating new intersections, and configuring the TSP Data Warehouse. Additionally, the work involves implementing a transition to adaptive TSP operations, including building a data pipeline, developing arrival time prediction algorithms, and enhancing communication systems. Project management tasks include project initiation with a kick-off meeting and ongoing project execution with monthly meetings and status reports.
