The Federal Bureau of Prisons, Federal Correctional Complex located in Terre Haute, Indiana, is issuing this combined synopsis/solicitation for the requirements of: WEEKLY DRINKING WATER TESTING FOR THE PERIOD OF OCTOBER 1, 2026 TO SEPTEMBER 30, 2027, with (4) four option years. This solicitation is a total small business set aside. The NAICS code for this solicitation is 541380. Work Needs to begin on OCTOBER 1, 2026. Performance will be at the Federal Correctional Complex 4700 Bureau Road South, Terre Haute, Indiana 47802. The Government reserves the right to make a single, or multiple awards based on best value. The Government will award to the responsible quoter(s) whose quote, conforming to the solicitation, is most advantageous to the Government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, past performance, This IS an all or none quote; vendor must quote all items to be considered, quality, comparison with other offers, with past performance that does not pose a risk to the government being the most important.

The date for receipt of quotes is SEPTEMBER 22, 2026, by 11:00 AM. The point of contact for all information regarding this solicitation is Richard Moothery Contract Specialist. Completed quotes must be sent electronically to rmoothery@bop.gov. Payments will be made using Electronic Funds Transfer (EFT). The only format in which questions will be answered is by e-mail (no phone calls please). The contractor must provide a WT3&DSL certified operator to perform EPA compliant chlorine residual testing in both distribution and water plant five days a week, and EPA compliant iron, finished iron, raw manganese, and finished manganese testing at the water plant five days per week. The contractor must compile and sign monthly reports including daily testing results, pounds of chlorine and potassium permanganate used, and daily flow totals, and ensure all testing requirements for the standard monitoring framework are completed. The contractor must also provide training to operators as needed and be present for any Indiana Department of Environmental Management site inspections.
